Why should it be accepted: So, this is a long one... very long. I'm going to break it down into sections, and hide each under a spoiler tag. This way you can open only what you want to see and not go through things you're not interested in.

SWAT

SWAT's main focus is to arrest, and I've been thinking about how to best give them real tools they can use, and not make it as OP as the swatbomb. So, this is what I got.

-> NEW CARS: The SWAT team would have 3 custom cars, designed to help with harder criminals. The sultan would be equipped with new custom lighting using the objects sa-mp can add to vehicles. They'd be grille and visor lights. This would be the four door pursuit vehicle. The other two, done up with the same custom lighting, would be the bullet and infernus. Now, as to why new cars, that'd be the new features below...

-> SWAT EMP: When using a pursuit vehicle, SWAT can get within a certain range and use /EMP (id) on the driver. This shuts down then engine for ten second, as if someone typed /engine inside the car. It doesn't harm anyone, doesn't stun, doesn't break the car. It just turns off the engine. After the ten second cooldown, the driver (if he wasn't arrested/killed) can use /engine to get it going again.

-> Sneaky Police: When 2+ SWAT officers are using the same pursuit car, they would be able to use /gounder(cover) to change their minimap markers and names to either white or red, whichever seems best, to blend in with the surrounding players while in their car. This ONLY works if the sirens/lights are off and they aren't around wanteds when they do it. So, in theory, they wouldn't turn their lights on, make their markers red, and simply could drive up to a cop hunt looking like they're going to help, only to suddenly pop out and start cuffing people up.



S.A. Army

The entire point of the army is to nuke them all and let god sort them out. Problem is, criminals have been giving them shit forever. Everyone wants to duel, and most cop hunts target army more because it's a fun challenge. So, I suggest we put the pain on them.

-> Airstrikes: This would be more or less a rule change, but when an active cop hunt is clearly disrupting the CNR play (I.E 3+ red criminals driving around not robbing and just taking out cops) the army could grab the Hydra, and fly over to /su the cophunt. If they don't surrender, and no innocents are close, army can unleash the hydras rockets with full intent to leave nothing left.

->Roller Bomb: There's a missile object in the game, which is in a small kart. The basic idea here is Army could grab one of these from their ship, go to a place where they want to ambush criminals, and set it down where it then travels in a straight line for a short distance. Because it explodes on contact/when shot, this could be moved into the path of fleeing criminals and leave them a lovely red stain on the pavement.


Pagati

Pagati still uses the same ancient formula from so many years ago. Our updates have been tiny, with very little changing in the three years I have played on the server. While I love the new CNR aspects, and some Pagati members are using them, I am gladly surprised that many members still want the tried and true roleplay aspect we offer as well. So, hopefully these ideas meet both ideals.

-> New base:
Features: Public parking lot, Working Casino, Public garden, Public bar (gateway to private area)
Private parking lot, CNR based drug factory/work area, RP based offices, Private garden
--->Private Parking lot: Just an open space for users to park, with greenery and a fountain/statue
--->Casino: Would be public and working, as in money won/lost goes/comes from player, with 5% going
to the Pagati vault

->Public Garden: Just greenery, maybe a pond, some flowers and benches. Used for RP and hanging out
--->Public bar: A bar with an NPC selling basics (beer, wine, so on) where users come to hang out,
ask for favors, and practice RP. Also serves as the gate between public and private
--->Pagati parking lot: A spot for Pagati members to park their cars, as well as having a selection of
cars for Pagati use, as well as trucks, semis, and two helicopters
--->Drug factory/work area: Place to manufacture drugs, as well as store items, has a legal job NPC and
an illegal job NPC. Checkpoints for jobs would be here as well.
--->Offices: Like the current office building, just newer and resigned. Serves as spawn and RP area
*Offices: including large meeting rooms, personal offices for Don, Con, UB, and Capo
*Armory: Weapon, item, and drug racks, as well as a shooting range
*Lounge: a basic nightclub, maybe with a personal bar and such
*Roof top: A decorative area locked by a gate only capo+ can open. Has UB+ personal heli
--->Private Garden: just more greenery, mostly for RP and hanging out

->Legal jobs: Given by an NPC in the drug factory, legal jobs would be selected from a GUI menu and allow the member to pick which job they want to do.
--->Airdrops: works as intended
--->Complete x number of (job) depending on class
--->Chop Shop: Using a towtruck, deliver a car to a chop shop. Car spawns on map when job is taken
--->Protection Money*: Drive around through checkpoints at shops and collect protection money, only a cut goes to the driver, the rest goes to the vault

->Illegal jobs: Given by an NPC in drug factor, illegal jobs offer better money, but come with wanted levels appropriate to the level of difficultly and how illegal the job is
--->Drug refill: Steal an ambulance from a random location, and return to a checkpoint at base, restoring
5% of the drug racks
--->Weapons refill: Go to the army ship, steal a crate of weapons, and return to base and checkpoint, to
refill 10% of the group weapons
--->Item refill: Go to Supa Saver in San Fierro, steal a box of items, and return to base, fills about 15% of the group items rack
--->Complete x number of (job) depending on class without being busted/wasted
--->Complete 3 hits without being busted/wasted
--->Trash Business*: Go to a business that wont pay protection money and bomb it!

->Business jobs (marked with a *): These would be the PLAYER run businesses. Players who own businesses would have the choice to pay protection money (reduces their profit) or to not pay. A business far away may never get hit, so they either are loaded with cash if paying, or empty if they're not paying. For players not paying, if we come three times and they haven't paid, then their business is moved to the Trash Business list, where it becomes able to be bombed and they lose 5x the money of a protection payment in damages. Businesses
would be selected at random by the server as to which ones are up to pay/be bombed. Unowned shops would be random if they pay or do not pay.

->Allow Pagati members to choose a secondary class like private medic, drug dealer, con artist, weapon dealer, and so on, while RETAINING the Pagati class of hitman and such

->Make it so a headshot from a silent pistol is an instant death when a pagati member fires it on someone with a hit. Remove silent pistol from all other stores/groups/ect

->With such a major overhaul of the faction, someone suggested changing the name. I think a change in overall theme would accomplish it better. It would get more interest from the player base, and change up gameplay style. I had a few ideas here, but lets pick the best.

--->"Pagati": a straight mafia theme like now, based on 1980s era crime families like the Columbos. Base would have an older feel with textures being wood, with older style décor and many art pieces/pictures around the offices. Best inspiration would be Mafia 2
--->"Hotel Kiev": A more soviet era mafia style, everything would be 1980s soviet era dystopia, with work trucks, basic cars, base has more industrial feel with elements of decay and military influence. Inspiration would be Hotel Moscow from Black Lagoon and S.T.A.L.K.E.R video games
->Armatage Corporation: A harsh cyberpunk feel with pastel neon lights, bright vivid colors mixed with trashed areas in the CNR spots such as the factory, with a mechanical feel and blinking lights. The RP areas like the office would have large computer layouts, terminals, and many lighting elements (like the neon tubes used for cars in /neon)


Illegal Jobs

I think we can all agree some new jobs to do that come with high risk and high reward are always welcome, so I came up with a few.

->Imported: When 10+ users are online, a luxury car spawns randomly on the map, with a FAR away checkpoint to deliver it to. So if it spawns in SF, it'll need driven to LV. The person who gets in the drivers seat immediately gets a level 15 wanted level, and can damaged by all users. Now, this is NOT deathmatch, the point of this is that the money ($35000 minus damage) only goes to whomever delivers it. With the high reward, everyone will of course want to deliver that car. So it makes sense everyone will chase it down and try to take it so they can deliver it. Take out the driver, take the car, hope you make it. If the car gets destroyed, it respawns at 80% health, then 50%, then 25%, 10%, and then it can't respawn and it 'destroyed' and no one gets money. The more damage done, the less money you get.

->Smugglers run: Every so often, a random package spawns on the map. Whoever grabs it gets a level 4 wanted level, and needs to deliver it a far distance to get a reward. The catch? Everyone can deliver it. If the person carrying the package has their car rammed or dies, the package drops. So if you ram the carrier with your car, you can pick it up and try to run it. Kind of how people rob moneybags for Claude.


Legal Jobs

A big complaint I've seen is not enough jobs with no risk. Most work requires you either get wanted, or chase wanteds. Of course player classes have legal things to do, but they're not requested nearly enough, so we need something to do without other users online.

->Casino: Don't think this needs explained. Know when to hold them, when to fold them, when to walk away, when to run. Basically, fix the anti-cheat removing won cash.

->Delivery: For dealers, bistro, and sales classes, they could type /JM (job mission) and spawn checkpoints they can go to for small bits of cash but also score. No risk, some reward. Mostly score.

->Medic: At random times, a patient spawns on the map. The medic has to race to pick them up, then race to drop them off at the hospital all while on a timer.


Add/Remove

Just short things to add/remove

->Increase profit on all jobs (making money is our business, and makes people want to join/be active)
->Add /mark command that causes a hit's minimap marker to flash
->add message "(users) hit has expired! Better luck next time" when a hit expires (all hitmen)
->add more fishing tools sales NPCs
->remove the luxury apartment cars since we cant purchase apartments anymore
->add more custom interiors for things like car hops, luxury house office, bars, clubs, casinos, ect


Cops VS Criminals

I think some of the BEST fun you can have on the server is the Jefferson Riot. Issue is, it tends to be abused by both sides, even with an admin standing right there. But, no one will deny it's extremely fun. So, I think we could add a few places with custom interiors where criminals can run in and fight cops. The catch? These places change advantage bias. For five minutes, criminals have the advantage, and cops can only shoot. This would be because of walls with windows and such making it so cops can't get close enough to taze/cuff. So it's be guns only. The next five minutes all the walls vanish so cops can rush, but a parkour spawns so criminals can still attempt to escape until the walls come back. It would repeat every five minutes, and give people a fun way change up game play. Can also add other interiors with unique gameplay gimmicks, see what ones are liked best.


So, if you read through every tab, congratulations! You now see two straight months of work. If you only went through one or two, cool, least you did some effort. If you can think of anything or add, or a way to improve something I suggested, lemme know below and I'll add it in.

There is no point of a v11 update because the current v10 update is v9 script with a hacker skill + some new robbable shops. I would say change the current name to v9 again and work on v10 (if they have the motivation left to do it)
