You are saying "3 minutes" like they are 3 seconds.... It is a pretty long time don't you think? The rule has no exception that "You can enter areas not accessible by other players IF you want to re-stock your supplies", you weren't supposed to enter the base even if you had 1 HP.
EDIT: I also said in the mainchat "Abuser report", and you replied "I'm not abusing". Not sure why'd you lie there, but I just wanted to add this.

My Defence:
The gap that allows a user to enter the Blackmarket without any nearby LEO is approximately 8 seconds and that is while driving. In the footage provided, at 0:18 (the exact time he left the car shop) I was off the officer's radar, as I enter into the garage of the group's base. At 0:30 he arrived at the exact location of garage entry which is 12 seconds he took to arrive. Keep in mind that LEO are allowed to enter the garage of the group. In conclusion i was far enough away from him to enter the base.

There is an exception in this rule regarding blackmarket. I like how you are trying to relate your situation with blackmarket to look innocent instead of apologizing... Criminals ARE allowed to enter blackmarket to evade LEOs, not any other interior, now let's talk about the video as you mentioned. 0:18 you entered your group base and if you pay attention, there was a cop near your base who was coming for you (later shown in the video), maybe I was off your radar, but I was still trying to chase you, and even if you assume that I was not trying to chase you, there was a cop near you. So even if we apply your "blackmarket" logic, you wouldn't be allowed to enter your group base since there was a LEO in close proximity. It will be good that you just apologize instead of defending your rulebreak.
"Keep in mind that leos can enter the garage." What are you trying to prove with this statement? It's irrelevant because you didn't enter the garage, you entered the hideout which was inaccessible to anyone except the group members.
