Anything else: He'd already bug abused by not relogging when sniper bugged claiming he was using drugs, and knew he had a hit, so he got arrested and just AFKed his whole hit in alcatraz so I couldn't claim it. He does this all the time, and I'm sick of this.

So you admit then you knew you had a hit, and decided to AFK in alcatraz where no one could claim it, thanks. Also, if someone of your score doesn't know the rules, that's incredibly bad. With how long you've been playing you should know the rules by heart. Not knowing the rules with how long you've been here isn't just a poor excuse, it's a sign that maybe you don't care enough about the rules to continue playing.
