There is no rule about it. This has nothing to do with bitching. You were a cop, they were criminals who went to your base to kill you. There are 3 SWATS and 1 army member on your minimap, should had been pretty easy to take down a vortex. The SWAT base is also closed, so they can't enter with a Vortex unless the gates are opened by one of you.
