In this clip, [Lsrcr]Tupac picked me up in JEFFERSON, by the car lot. Now, here is the exact rule..

After dragging a suspect, take him directly to closest red checkpoint (LSPD, SFPD, LVPD, Dillimore Police Station, Angel Pine Sheriff's Station or El Quebrados Sheriff's Station). try to not hunt other criminals while you've already dragged one.

Rule explanation: If you've a dragged a suspect and another criminal in your way or nearby but dragging him will take a lot of time then DO NOT go after him.

If you watch the minimap, you can see he STOPS, goes up to the hospital checkpoint (he was low on health) buys health, and runs back before taking me to jail. "Take him DIRECTLY to the closest red checkpoint. He did not, he stopped to buy health. That is a breach of this rule.

Well karu, i was going with correct route, also i was recording too because i was sure you'll report me,with that reason, you were teaming with many suspects, i tried many times to arrest you but i'm failed soo i called a friend to help me, anyways i cuffed you at jeffetrson and dragged you, i told my teammate to arrest your friend because he were a help you manytimes, soo everything is clear i was going LSPD to Arrest you, my health was bad maybe 10/100 you can see it in my record, i desided to heal myself cuz i wasn't had a injections to use it, From my point (That is allowed) i don't think there rule i broke it, Hospital were a close to me on the my route why i can't to heal my self.

Again, he does NOT go directly to the checkpoint. He was fighting [C]laude while he had me cuffed but instead breaks off from that fight to cuff and drag me, and then reengages [c]laude. And when that fight goes south, he runs away into a store instead of going directly to the checkpoint and I had to stand there doing /bc while he run into a store and fought [c]laude. Should also be noted he LOST and never ended up arresting me in this encounter. He should, according to the rule, have FINISHED the fight with [c]laude and THEN come after me, and he chose to instead stop a fight to cuff/drag me and then continue the fight.

well, i tried to kill claude because he were to pop fire on my tires if i ride in on my vehilce, i said (YOU WERE TEAMING WITH MANY SUSPECT) I tried to entre pizza market and heal myself for getting my car and go LSPD but i found your friends outside to help you , then i dead.

Other: I have discussed these violations with [Lsrcr]Tupac on several occasions. He does these actions very often. When that failed, I began talking to [Lsrcr]Beaten about it, who also talked to him about these forms of abuse. [Lsrcr]Tupac has repeatedly failed to adhere to the SWAT rules, even when [Lsrcr]Beaten and myself have warned him many times. I have tried very hard to NOT end up in this section filing a report, but if he refuses to listen to [Lsrcr]Beaten and myself about his multiple rule breaks, then sadly my hand is forced, and I am left no choice but to officially report his behavior. 4: Chatlogs can be editted and are NOT evidence. However I spoke to Beaten. Apparently no, SWAT does not get the fine for the unnecessary force. He wasn't sure if that's a bug or not. But when I suggested it, it was designed to stop cops from killing orange users getting bribe stars. You see, there was a nasty habit of cops shooting orange users before they got bribe stars. It was used as a form of bitching. It also lead to many cases of quizes for DM. I suggested the fine to prevent that. Clearly you do not understand what I suggested.

5: Arresting and paroling users is allowed, as long as you do not tell them "hey, lemme arrest you and I promise to release you" as that is score boosting. You also cannot arrest a user, parole them and wait by the checkpoint to search them in hopes of finding drugs and sending them to alcatraz, as that too is scoreboosting (ask [Lsrcr]Fantastic). I know your English is poor, but you should understand what is told to you before you make yourself look foolish by not considering what is said fully.

1: Well for the bug , i didnt realize that its a bug and i dont think it has any effects on any of this because i couldve relogged anyways but i had a suspect so i gotta delever him/her then i would relog because that again will be a rule break

1: That noise (the clown sound bug) is VERY telling of a severe desync. If you hear those noises, you need to relog IMMEDIATELY. Not "one more criminal", but right then and there.
2: Have you ever met me? I am NOT one to try and take on the cops. The reason I have more health is because I RUN instead of fight. I shoot at cops as a LAST resort, I would prefer to run. If you ever chase me, notice that I specifically aim for tires and engines, NOT the officer. I can get away by disabling your car, I don't need to harm you. I shoot only when given no other option.

You need to understand the difference between a "cheater" and a "hacker". A cheater is someone who breaks the rules, knowingly or unknowingly, to gain an advantage over another user. Things like cuff abuse, /rp abuse, and so on are considered cheating. Hacking however is when you download and install illegal third party mods like aimbot. The reason I said you cheated is because you broke a rule to gain an advantage. You may not see it, but I do. The drive to the checkpoint is the final chance for a criminal. You had low health from our battle. While I am cuffed, I CANNOT use drugs to heal, or shock you. Had I broken my cuffs, I could have taken you down with the little amount of health I had, and that would be fair, because both of us would be at low health. By stopping to heal, you raised your health far above mine, making it pointless to break my cuffs and try to take you down. You created an unfair advantage by healing yourself when I could not. I have tried very hard to explain this to you, but until this time you have refused to listen. It took me reporting you and giving you some sensitive information for you to understand these very basic things. And sadly, I am not going to delete this. Not because I don't care, I do. But the damage done is far worse than you might realize, and after so many times of explaining this, I have to let your commanders know what is going on. However, I do hope they let you go with a warning instead of revoking your rights, IF you continue to understand and obey the rules at all times, not just when you want to. Your attitude needs to improve also.

In this video, Tupac dragged you, and was probably low on HP without injections so he decided to refill his health so that he doesn't die by a single hit. Many SWAT members do this and this isn't considered rulebreak. The rule you referred to;

Rule #2
After dragging a suspect, take him directly to closest red checkpoint (LSPD, SFPD, LVPD, Dillimore Police Station, Angel Pine Sheriff's Station or El Quebrados Sheriff's Station). Try to not hunt other criminals while you've already dragged one.

It would be a rulebreak if Tupac intentionally went to chase some other wanted suspect while he had you dragged. If he drags you, and on the way to PD, he encounters another suspect who tries to damage his vehicle, he is allowed to step out of the vehicle and cuff him (but if it takes too long for him to do so, it would be a rulebreak).

In this video, Tupac dragged you and [C]laude. was trying to rescue you. It can be clearly seen in the video that Tupac had barely 10 HP and there were 2 suspects near him trying to harm him ([C]laude. and there is another guy on the Idlewood roof shooting Tupac with an M4). If Tupac would have entered his bike with that health, he would have instantly died because he barely had any health. If you /drag someone and then suddenly 2 players come to rescue the dragged player while you barely have any health, it is obvious that the SWAT member will not just normally take the dragged suspect to the checkpoint, instead he will run to get to cover because in that situation, it is impossible to deliver that suspect to the police station.

The "defence" video that Tupac posted, I just want to point out that it's a very general SAMP audio bug, and has nothing to do with desync. It will not give you any (dis)advantage.

Other: I have discussed these violations with [Lsrcr]Tupac on several occasions. He does these actions very often. When that failed, I began talking to [Lsrcr]Beaten about it, who also talked to him about these forms of abuse. [Lsrcr]Tupac has repeatedly failed to adhere to the SWAT rules, even when [Lsrcr]Beaten and myself have warned him many times. I have tried very hard to NOT end up in this section filing a report, but if he refuses to listen to [Lsrcr]Beaten and myself about his multiple rule breaks, then sadly my hand is forced, and I am left no choice but to officially report his behavior.

This is the first official report of Tupac that has been filed. I don't remember him repeatedly failing to adhere to the SWAT rules. You approached me on discord regarding Tupac DMing, but it really wasn't deathmatch. Every LEO is allowed to kill any orange player, it is not counted as a deathmatch, you can consult an admin if you wish.

It's good that you guys sorted this out between yourself, but Tupac did not break any rules over here. If we elaborate every rule deeply in the SWAT Rules topic, I'm afraid it would take a lot of time to do so, and it would be extremely hard for applicants to learn such detailed explanation which would have no point. I posted the above explanation for clearing it out and hopefully such misunderstanding will not occur in the future.
