Your question: Since PVTs are able to vote on applications, will they be able to vote on SMOTM as well?

Each SWAT member (starting from rank PFC) can nominate other SWAT member simply by filling out and submitting a nomination form. All SWAT members may be promoted as SWAT member of the Month (from PVT to COM).

PVTs may not vote for SMOTM, but they may be nominated.
