Its a cool idea, but the newbies would just leave when they see a huge label on their screen, while they can't do anything. They'd be confused and just leave the game.
Most of the newbies, after break a rule (mostly speaking foreign languages in mainchat) understand that they shouldn't do it, but they still do, so most of them understand the rules, but abuse them, because they don't care.
So the quiz wouldn't be a solution.

still newbies would not care for that since they dont know what it is.

Better Idea...
When a player logins, he chooses the language. After that, there should be a simple tutorial about the rules, things he can do, and things he cannot. Like a 30 sec or 1min introduction would be enough. Even thought half of the players that come online daily are ban evaders, if at any rate some of them are newbies, they might like the server and tell their friends to come.

If we have a problem with the language, we have a lot of people in the server with different languages, that can translate the tutorial from English to other languages.

That would imply that the quiz is optional due to the fact “if you complete” meaning in general the quiz is dumb and won’t do anything.
