PayPal requires you to have a bank account or credit card linked to the account, else you can't donate.

Ofcourse, You can use your paypal balance for donation. If you don't have balance you need to link to get money from your bank account.

Google it and ask them. I remember an Indian guy having to set up that plan so he could activate it. Wasn't anything important and few days after that he sent me the $.
