Yes, Cadets can now vote on applications but Trainees can't. Check this:

Old 1: Cadet (were not able to vote on applications) 2: Officer 3: Detective 4: Lieutenant 5: Captain 6: Major 7: Colonel 8: Commander 9: Chief 10: Assistant Chief 11: Chief Of Police

New 1: Trainee (are not allowed to vote on applications) 2: Cadet (are allowed to vote on applications) 3: Officer 4: Inspector 5: Detective 6: Specialist 7: Corporal 8: Sergeant 9: Lieutenant 10: Captain 11: Major 12: Colonel 13: Commander 14: Chief 15: Deputy Chief 16: Chief of Police

Rank 1 is no more 'Cadet' rank but 'Trainee' rank as you can clearly see. Pay attention to the rank numbers. Feel free to ask more questions in case you are unsure about something in the future.
