This system should work like if the person kidnapped /qs while kidnapped a percentage of the money in his pocket should be given to the kidnapper can be 15 to 20% or more.
Or why not all of his money ? he is breaking the rule which is mentioned in the rule section. (Instant karma/punishment)

/q after kidnapped is allowed but you’re not allowed to rejoin the server in 30 minutes. It’s report able, so your suggestion is the solution. Great idea.
