Making ammo finite for cops/criminals

We reverted this because LEOs don't really have a lot of money-making methods that could help maintain this style of gameplay for them. As a criminal it's much easier to make money and afford weapons than as a LEO

We could maybe look into some sort of an alternative in the future but for the time being it shall remain as it is
