I think the current time for the car respawn is a bit extreme and could be lowered. However the removal of /greset was done for a reason. Group cars kind of replaced personal cars, and also made it so players wouldn't even bother trying to earn money to purchase a personal car. If you got group rights you had so many different cars at your disposal, the car you wanted is gone? /greset.

You do make a point with the drug depots. They currently rely on the activity of Pagati and I've already talked to Karu about this, but making it refill more grams for a higher price doesn't sound too bad, will see how it goes for now and make adjustments later. And as for the item depots, you just have a limit of item packages you can hold in your inventory, the more members you have in group the more trips you need to make to 24/7, seems fair to me.
