Describe the bug: criminals can cancel surrender instantly

Steps to reproduce: not sure if its a bug, but there should be a timer before surrendered users can release it, otherwise they can abuse it for a free kill on a cop

I believe that happens if you're in RP mode without wearing seatbelt (/sb)

It was happening outside RP mode... and maybe that itself was a bug, but it was a REALLY nice bug and I think we should absolutely pull a Bethesda and make it a feature

Describe the bug: Drug racks using old system
Frequency: Always
Severity: major
Steps to reproduce: From what I hear, group leaders can still refill drug racks by cash, and not placing orders with pagati. Furthermore, no members besides leaders can call orders in. They're seeming to be unable to place orders, leaving us unable to deliver.
