You can only shoot with the sniper rifle until a certain distance and I'm sure that at that distance you can differenciate between a police officer and a criminal, even without the mod.

ok, in that case,
remove your car mods - almost (actually im pretty sure ALL) all car mods will change the height compared to original gta sa cars, and then you can jump on some buildings while others cant (from the roof). Yes, its not a big difference between mod and original gta sa car, but its still a difference! (1cm is just about enough to give you advantage ) What about cars handling? 99% of cars will change the handling, some to worse and some to better. Its really, but damn really hard to find mod with exact same handling. And i tried thousands of mods so far, just couple of them do not change the handling.
remove your plane mods (same as for cars) - almost all plane mods will change the width compared to original gta sa planes, and then you can fly between buildings where others cant. Yes, its not a big difference between mod and original gta sa plane, but its still a difference. (1cm is just about enough for skilled players )
remove your weapons effects - i see many people are using this mod, when you shoot it shows real fire/splash. using this mod you can easily see if someone has fired shot or not, while its not as easy as without the mod. without mod you need to open your eyes pretty damn good to see if someone has fired a shot. when you duel someone, you will (most likely, skilled players know this) shoot AFTER the other guy fired shots toward you, that way you can escape bullets and shoot while he is switching or reloading. so using this mod you can easily detect when someone fired shots, which is not the case without the mod.

Do you need more examples? wanna hear how HD roads give you advantage? or even skins?
I guarantee you 100% i will show you that every single mod gives you an "advantage". No exceptions (99%)

But the thing is, can we accept those advantages? or they are too dangerous?

It's mostly useful when you're hitman and trying to finish your contract by killing a specific cop who is teaming with other cops.
