Some cars/vehicles are more prone to this than others, and you can really see this in action in single player (which isn't FPS capped like SAMP is). Everything, from swimming to the toggling of the wanted stars when you gain level to the chassis shakes of cars like the tahoma (side to side, though also in suspension stuff of up and down like in this clip) are sped forward because of how the game's logic uses the fps as a time unit. In modern games, this is done via a concept called delta time. I was casually driving to Idlewood, but this thing just happened and I saved my recording, it's insane. GTA game can still surprise you in any point.
