Great suggestion, this has been accepted.
We will make it work like that: If a player's vehicle has 300HP or less then it won't be possible to use /tune at all. I believe there will be no issues like that.

This has now been implemented, tested and will be pushed along with other updates. If a vehicle has 300HP or less player won't be able to execute the command.
