And I don't think it's because of the user base, but more the lack of user beginning info. When you first start, you see a few classes...couple skins...few job choices...then boom! Here's the world have fun and leave us alone! There should be a tutorial, and I know one could be made. It doesn't need to be anything fancy either. Select a language, and watch. Police do this. Medics do this. Pegasi does this. Rules. Locations. Map. Icons. Commands. You can skip the tutorial if you want, but you get some reward for sitting though it (probably a cash bonus). Using this, and having it in multiple languages, would make new players understand better. Roleplaying could be done this way, without drastically altering, or perhaps even affecting, current server gameplay. It's something staff could look into, and I like the idea of having 'roleplay admins' but, not that high of a power. Perhaps a group of 'roleplay moderators' who design the roleplay elements as you asked, and can do SOME tasks, like /askrp >question about roleplaying< or something, but not admins per say able to kick/ban.

I am not quite sure what the difference between those RP administrators and current Pagati Staff is going to be. That is something the Don, along with the Con and Underbosses should be doing. To be dealing with everything that has to do with the faction, including reports, events (in real world without anything being set up) etc. Everything that has to do with the faction. Same as motivating players to start role-playing. The leader of an official faction is supposed to do that.I said roleplay moderators. They could answer /askrp or set up an RP situation. Rulebreaking and such still goes to STAFF, and these players would not be staff (unless they were staff already or made after by normal means). Step 1 would be simply figure out how to get everything back on track, nothing more.
I am not sure what commands you suggest coming with that rank, but we cannot give the permission to be able to kick, mute, jail etc others, that's strictly for staff members. Those commands are very sensitive and cannot be given to players just like that. As for server general rule-breaks like deathmatching, that's administrators' job and should be reported straight away.
