There's nothing wrong if he wants to play for score it's the part of game and i'm not sure on this suggestion not that much needed but considering that Criminals can run while cuffed i think this is needed.

This has never been an issue and I am not really sure why disallowing them from doing that is a good idea, as many players also mentioned. Criminals end up in jail nonetheless and I believe that's what matters.

It has always been like this and we don't find a good reason changing that.
