Why not make the score based on challenge?
Killing a criminal is a +1 no matter what.
Fining a yellow is +1 because they can't shoot.
Arresting an orange is also +1 because it's the lowest shootable level.
Red would be a +2 because they risk more time in jail/alca and have more to lose, so are more likely to shoot.
The most wanted, who has the most to lose and probably has every cop on them, would be a +3 to arrest since most of the time they're going to be unleashing hell on anything that even looks like a cop.
