Why not make the score based on challenge?
Killing a criminal is a +1 no matter what.
Fining a yellow is +1 because they can't shoot.
Arresting an orange is also +1 because it's the lowest shootable level.
Red would be a +2 because they risk more time in jail/alca and have more to lose, so are more likely to shoot.
The most wanted, who has the most to lose and probably has every cop on them, would be a +3 to arrest since most of the time they're going to be unleashing hell on anything that even looks like a cop.

The reason why Army members get score upon killing criminals is because it's a deadly force. That's their main job. That's also the reason why Army members can no longer taze wanted players or get shocked by them.

On the other hand, SWAT focus on arresting suspects, they rarely kill and their main goal is to deliver criminals to the checkpoint.

I believe we shouldn't be really arguing as to why Army members get score for that, it's self-explanatory.

Cops however can do/are 'allowed' to do both without any limitations. Completely removing getting score when killing a suspect is something I am not sure about. What I suggest is perhaps giving to cops score only if they kill a red+ suspect, which makes sense anyway. Highly wanted criminals are usually meant to be killed since they are extremely dangerous, while the ones who have commited not so serious crimes (oranges) are meant to be arrested.

I am not completely sure though, I am between completely removing getting score when killing any criminal, or when killing an orange only.

Was gonna post this thing but then i saw this, yeah this could be it. I was not fine with that why we would get a score on killing medium wanted suspects, but as time passed i adjusted my self with it, beside this i do not think that there is logic to suggest this, but mastro's can be looked into, it seems that it will maintain the balance.
but still there would be a problem that if a cop goes to an orange suspect to arrest but then he shocks and at a certain point they suspect got 5 hp the cop have to kill and instead of going for /taze /cuff /ar and yeah in most of the cophunts you cannot manage to arrest as the others shock kill as soon as they observe that you are trying to cuff or taze him.
Last issue is that then the swat must not get score for the kill and they are mostly playing as a team and got /rb /swvm /swrope /swclimb so that's not kind of a hard work for swat to kill a suspect as a team as they are like 2-3 swatties on a car.
About army is called whenever deadly force is required or air support, using common sense at a point of that why would an army officer drive the hunter or hydra to a medium/highly/most wanted suspects to just to arrest them... Army is formed to clean the streets not to send the suspect (s) to jail similary the job of swat is to take the suspects into custody not to kill. Logically, cops must be allowed to arrest and kill both without limitation, imagine a medium wanted respect is in a car and you want to arrest him but he is escaping so killing him would be good, this way i think this should remain the way it is.

The suggestion, I totally agree.
This just promotes Cophunting which imo shouldnt even be allowed in first place.
Cops will still 'have the freedom"/be allowed to kill criminals, they will just not be rewarded for it. When we give score to cops for killing wanted players then we encourage them to do continue doing so. This is what really promotes killing. Nowadays most just use their weapons and ask for a duel, that's not how a CnR server should work, that's TDM. Think of it like in real life, a law enforcement agent will always be going for the arrest (even if you are the most wanted suspect), they will only engage in a fight if there is no other option (e.g their life is in danger).

Police officers must use deadly force only when very, very necessary, dueling is not a CnR feature, and we have Army for it. It becomes even worse when cops decide to kill orange suspects even after them surrendering.

Once again, killing won't be against the rules. They will just not be rewarded for doing so and that's purely a CnR focused idea. We are just all used to hunting and killing, that's why some of us have a hard time understanding how things should work.

And that the main issue, the cops are too gun happy here. I've been completely unarmed, doing /handup, saying I surrender or even will pay them to leave (/bribe is a feature) and they still outright slaughter me. Happened last night. I was most wanted, but said "I give up! I'll even pay you!" but a tryhard shot me to death anyways then laughed about it. That's not the Lsrcr way. That's just being a dick for the sake of being a dick.

Well i never supported the idea of dueling tbh, Although disallowing reward for using deadly force against Medium wanted players will just encourage them to get inside a vehicle and type /lock and let the cop kill them and that would be frustrating if a cop chased them with intentions of arresting them and return back empty handed.

The way I see it is we have fight club if people really care to “duel”. Take that bullshit where it belongs. Self defense is fair, it shouldn’t really be rewarded, killing a criminal as a cop is like a sloppy mission complete. You didn’t get the arrest. So I definitely agree with that.

Side comment(s):
I’ve been kind of wanting to suggest a team system for LEOs and possibly criminals but I don’t want it to reward TDM so it’s just something that I’ve talked about but not really made official suggestions to.

It’d just be a group like system that is temporary and limited to a certain amount of people of the same class (Leo or criminal activities would be shared. However, the civ class objectives would remain unsharable because it don’t take more than one person most times. But LEO activities can take 2 sometimes 3 and 4 people to resolve. Also if a criminal were to team up they’d need heist like areas to rob to support the team style gameplay. However killing cops and shit wouldn’t reward you and it would only be the robbing or possibly stealing misc objects that’s get everyone in the team a share.) basically it’s not a full idea because without more thought it would just turn into another TDM implementation. We need more player interaction and a teamwork kind of system is the best I got for that as of late.

The question is how will they enter the vehicle and /lock it when they are already tazed/cuffed? You must be Smart, skilled and quick enough. That's how it should work.
Problem is we look fofor easy solutions and it's not good.
Don't think of your personal benifit as a player, Suggest for server's benifit.
