i only see this in the document in Gta San Andreas User Files

You're still in:
C:\Users\%USERNAME%\Documents\GTA San Andreas User Files\SAMP
This is NOT the right directory.

'gta_sa.set' is located in the 'GTA San Andreas User Files' folder:
C:\Users\%USERNAME%\Documents\GTA San Andreas User Files\SAMP
Like I said, check there.

If you can't find it there then I really don't know how to help. Anyhow, I would suggest a full (clean) reinstallation.

you have the game in dvd disc if im not mistaken, probably its the game broken as this is how things look, so the best you can try for now, is re-download the game from a different site and then just extract with winrar the game files in a new folder, also uninstal samp and delete any of the previous folder of gta such as gta san andreas user files and then just install it if the game is not extact and play, if of course you still have the problem

For now my problem is when i join its GTA Offline i already delete the gta_sa_set can you help me

look to see in properties both gta sa and samp if u have set to open as adminstrator or compatiblity mode if so untick them and apply, also if u downloaded the game with mods or something else maybe can cause this
