It'd be really useful for an escort (for roleplay). We had it back in 2013-2014 and it was pretty useful, when I came back and decided to set a limit it said that the command didn't exist anymore. I asked some people and they mentioned that it got removed due to it being abused with a mountain bike by some people.
However, there's chances again for people to try to use it as a "super brake" regardless of whether on mbike or not.
If you then limit that command to /rpmode only, criminals could still be on /rpmode toggled on, so they'd still be able to do that.
At this point, you may be tempted to say limit /speedlimit to require /rpmode on but automatically set any wanted player's rpmode to off.
Even so, I think that the demand for this sadly may be 1/2 groups (and that's being HIGHLY hopeful) so it could be more trouble than it's worth. That's why I choose neutral.
If there is sufficient demand, can be proved that the command will be used somewhat regularly, and there are no risks associated with automatically disabling wanted players' rpmode, my vote would switch to positive
