It's somewhat implied in the name that in a duel event, those that can duel well will have an advantage.

OT: I think this is a good idea, and that it can attract some attention back to some players that may have left/be considering to leave the server to either stay around/have a good time before leaving. I think these could be addressed as several "mini events" - for example, duel, race, "criminal takedown" (ie army vs criminals on a small town, to take them down then swat does the same, whoever takes the least time wins) and possibly more. I think these should be somewhat spread out in time though, since if they're all put one right after the other it could lose some of the taste/effect. Something like perhaps biweekly/monthly, do one of those events or so on.
