I quickly tested this with the beta tester team and this seems to be the issue.

ID 0 /allowpms ID 1

Any player that joins in with ID 1 will be able to PM any player with ID 0. This is the simplest way I can describe the bug.

A fix has been implemented and will be on the main server soon.
