As for the inactivity, even if we unbanned the remaining banned players (which I believe is only around five players max who are actually willing to come back), it still wouldn't help bring the server back to its former level of activity, San Andreas is an old game, and many players have moved on to newer games, every day, new games are released, and over time, people get bored or want to try something more modern and advanced.
GTA 6 is also on the way, I believe every game has its own era, and it's only a matter of time before something new comes along and people make the switch.
The real issue is deeper than a few players. Many already moved on as the game is aging and unless there’s something fresh to offer like new content, a real reason to stay engaged and people won’t stick around, no matter how many are unbanned. So while unbanning might help a little, it’s definitely not the magic solution some might think it is. We're way past the point where just bringing back a handful of players can flip the switch.
So yeah, I agree with you overall, but it’s important to realize the situation goes way beyond bans at this point.
