1 more thing I can suggest you that have you tried using the autoinstaller ? If not, try to install vehicle mods using the auto installer. If you want a good mod, then you can find it at gamemodding.com, this website provides the autoinstaller of mods too. It might work. Also, try to use Alci's IMG Editor. If it still doesn't work then copy your gta3.img file to another drive then try to install mods on it, then replace it with the original one (make backups first for safety).

well for the website that u have given me doesn't need sami it's an .exe file which can be simply run by double clicking it u don't need sami for installing this mods. And here ur problem is solved if u download any car mod from dis site u don't need sami it's just an .exe file u can simply run it.
when you'll download any car mod from dis website it will give u a .rar file. After downloading that file open that file and there will be .exe file in it just double click on it and specify ur gta sa directory and click on install and ur done. If it helped please leave a comment below.

as u can see the pics of the modded sultan and the original sultan.
The modded one and the original one almost looks same.
And if u wanna test it download another car mod from that website and install it by the method i have told u.

I did but the vehicles in-game stays the same as the original ones

okay now i am givin' u a tutorial
it is after opening the .exe file what to do answer is -
now specify ur gta sa directory here - and if it is manual convert it to automatic - and just click on the Install button!
