Ownage, he is allowed to drag you even if he does not see the car but it's near you.

Rule #1
Do not drag:
- Into a one seated vehicle ( Bandito, BMX, Mountain Bike, Kart, Boats, Some planes, etc... ).
- If the front passenger seat of your vehicle is occupied.
- If the vehicle you drag into isn't near you.
- If you're inside an interior ( houses, shops, bank, etc... ).

The car was near him, maybe 5 metres away, there's no problem here.
Before making an SWAT report, you should read SWAT rules clearly.
Nevertheless, thanks for the report, Enips will not be warned.
