Only problem I see is that if someone resets it while one or more SWATs are about to drag a suspect then the suspects ends up in base then that can be an issue but can easily be solved by asking before reset. Anyways, +1.

We always can add a rule to ask via /Sm if he can /swatfix or whatever will be the command.

And you should first wait 10 In-game seconds and if nobody says "don't reset" or whatever you must not, just my idea though.
Also whenever you reset the SWAT vehicles it would type in the SWAT chat something like this: "SWATMemberA Has reset the SWAT vehicles!" so we can tell who reset the cars.
