I like this suggestion (assuming the island is mapped properly).

I'm supporting this suggestion.

If it would be nicely mapped, why not? A beaut' view on the San Fierro/San Francisco waters would be sweet while waiting your time in an alca jail.

For the Alcatraz escape +1
For the ferry to the pier I'll give a neutral as I'm not sure if it's really necessary, we can have boats at the jail.

I do like the current position of Alcatraz allot.

It is on a travel distance of the main city, you've to actually to take the time to go back to LS. I am afraid that when Alcatraz will be located twice as far away as know, people would only use /kill to get back to the LS.

(Witch IMO decreases the gameplay, (Example ; You are an hitman, your target got arrested and you decide to go to Alcatraz to kill and collect your money. But once he is free he'll simply use /kill in order to be in LS in 2 seconds again. )

The location is perhaps too far away from Los Santos, considering that the majority of players play in LS.
