Well its really hard for me to understand the problem, I'll just start by asking some of the information.

Are you able to play single player on this same PC ?

Did you installed something recently, like mods or any driver update ?

Have you tried installing your game on another directory ? For example, your game is in C:\\, now you should install it in any other drive like D:\\ or E:\\ etc..

Did you try to play the game after deleting GTA SA user files from Documents ?

No
no but i have cleo mods tho
yes i tried swapping the file to the desktop from my flash memory

I putted it in my friends lap and it didnt open but his did so the problem is in my game and also i tried updating my vga driver so the problem is in the game now. You may lock it until i test the other gta

I'll keep this open for your reply.

It still doesnt work on this pc! so the problem isnt in the game now
