If it should happen, I suggest that only people which have a certain score / time played should benefit from this chance.
The main disadvantage which this will have is, that if everyone gets a second chance then most people will abuse.

People change every day. Especially ~12~ year olds who are a huge part of samp. I could name you ten examples of people I know around here who totally changed into better and actually grown up the phase where they think any kind of abuse including cheating is fun. I personally cheated in some games like Call of Duty when I was a stupid kid, now that I have outgrown that phase, I do wish to be unbanned from certain Call of Duty servers. And I have totally no intention of ever cheating again. As an ex administrator in a bigger WoW community in 2011, I've seen soooo many people hacking and I banned countless. Then one day I got bored of the whole thing and I tried banning them 30 days ip ban instead of permanent. I made some logs, and few months later, our community has grown and we actually had less people cheating.
What I'm trying to say that people who cheat mostly don't think of the consequences nor they care at first. In a month or some time, they realize what they had done and they're sorry meaning they wouldn't do it again. Of course there are exceptions, as in everywhere in life.

A short thread which states that every cheating case may not be the same, and how more damage could had been done in certain cases covers up the whole "conspiracy" thing you mentioned. And you could always improvise with more things, such as, quality of the ban appeal, ban evading, raging after being banned...etc
Also this means that people are just gonna cheat knowing that if they make an appeal they'll be unbanned. They could just use an aimbot for instance for a couple of weeks before we latch onto it, then make an appeal knowing they'll be unbanned, what's the point?
