Cops - Cops are already balanced how they are right now
SWAT - It is very rare to see 2 SWAT online at the very moment, so imagine about needing 4 SWAT to team up against red/ dark red.
ARMY - Since SWAT would have reds & dark reds, then Army wouldn't have much to do.
If this would happen there would be more arguments between swat and army for kill steals or drag steals.
It's already good as it is at the moment, as if this would happen there would be much confusion, and people leaving the server.
Cops - Cops are already balanced how they are right now

Again -1 ....What you man doing,fight to FALL DOWN Army,Swat,Police Force so everyone can be crimnal and be rich while robbing server.No and no.You need to understand justice force always need to be one step high than criminals!
