We have two seperate factions for a reason and therefore I do not really consider this an appropriate suggestion. You are in no position to enter the army base by yourself, but if you are however teaming with an army member then you can freely do so if you follow him.
One problem is that with this access given situations can happen. For instance, a SWAT member could joke around with his access to the army base, and I don't think an agreement like this would last.
