Not all people do that, I use this reasons:
- disobeying an officers command (after /pu)
- non-verbally attacking an officer/civilian
- using firearms in public
- using firearms agains an officer
- pointing firearms at an officer/civilian
- in responsible driving
- hitting a civilian/officer with a car and drive away (aka hit and run)
And so on. It is just how you say it. Like: 'non-verbally attacking an officer' looks a lot different they 'punching cops' but it is the same! If they just type it better its oké.

No, but you do for /fine.. People /rp id reason then fine
