He actually suggests a server-sided solution for arresting / cuffing players.

This would mean everybody would be able to use these hotkeys, not just a particular group of people but everyone.

No,
This will make the game less fun due to the spam of the command.
You can arrest someone so quik that there is no way to escape wich will be overpowered for S.W.A.T / Army / Cops.

Fucking keybinding.
Keybind is not allowed in Ls-rcr. If you used that you get punishment from admin.
