Explanation: Well, not all players have the privilege to be promoted, especially those who are still studying and can only play in the weekends or etc, (free time or holidays) So instead of having "ranks" as the basis for being able to vote, the time span of being in the swat should be the thing we are to consider.
Reason: Well, although you can push players to play just to have the power to vote, starting from PVT, but some people aren't just really lucky to be so. And besides, there will be no point of asking "Forum activity" in every inactivity check because there won't be anything to deal with in the forums. (don't be so "philosophical" , we know that forum activity refers to voting and giving opinions)

Your proposal is too complicated. Please simplify the proposal and submit it again.
