Fellas, you people are SWATS lol, not random civilians, of course there will be rules which you people should obey with that spray can. We (army) have shit load of heavy weapons but i dont see the majority absuing their rights & even if they do, theres a report section. This shit can be useful for you guys againts fist fights with civilians when yall dragging a suspect, when there is a civilian on your roof trying to resist or damage you're
vehicle & etc.

It can be useful for removing civilians from our car, or neutralizing some suspects at close range (like if suspects are camping near interior entrance).
And about abusing it, there must be a rule for using it + it should be unlocked once a member reaches particular rank (lets say Specialist) PFC-roadblock+Member's section, SPC-Pepper Spray, CPL-SWAT Bomb
