I'm a Private, but I believe that letting anyone and everyone vote takes away the value of the vote. Only the people who have been around for some time should have the power to choose who they want in the Army, not the people who just got into the faction themselves.

Ive always been a huge fan of the fact thay any individual can callnout their vote towards the applicant.
Yet do i understand your sugestion, and i do get the logic within it.

Neutral on the suggestion.

The reason i did not give a positive has to do with the fact that the generals and higher command members, are also know woth thesenkind of things. They will in the most situations add more value to a vote from a expierenced trustworthy member as a new one. We should indeed be an "special" groups, with skills above average. Yet should it not be imposible or too hard. Without army i would never been the player i am today. An believe me, i was also not the most friendfull guy when i was a brookie here as well.
