You needn't change anything. Your graphic card is working perfectly.

5400MHz is the effective memory clock speed of the card and monitoring software such as MSi Afterburner, EVGA Precision X, RivaTuner Statistics etc. will report it at half of that effective speed meaning 2700MHz.

To put it simply, it's basically 2700MHz multiplied by 2 because of how the memory on the card is configured.

Don't try overclocking from the BIOS or via third party software if you aren't as experienced. You may end up voiding warranty and/or damaging your graphic card.

But, I'm still having heavy FPS drops in each game. Even samp! Which is kinda.. WEIRD since my PC can run it on 1080p 100fps without ANY SINGLE drop.. Am I right ?

However, I still doubt it's something wrong with my PSU or electricity in my house.. I just figured out yesterday that all my HomePlugs (things where I plug my power cable for making things working) are not working properly as they're supposed to...

They're not, for unknown reason, workinfg on fully 220V potentional. Why? I absolutely don't know...


Could that even be a problem ?

I have a feeling your problem lies in something else. I'll only know for sure if you could provide some logs/evidence. About the SAMP frame drops, what Windows are you using?
