Didn't really understand your settings but what I do is:
- render uncompressed .avi
- convert using after effects, premiere or a h264 encoder ( http://www.h264encoder.com/ )

I also use a constant bitrate (CBR) @20mbps

Thanks, yeah I usually use VBR with 25-30mbps & two pass and still this shit happens wtf idk..
My settings are just fine, youtube just sucks.
