You cannot /Q while being wanted

my suggestion was to add restrictions for wanteds to be unable to use the /q by popping a chat box or sending an error message

That's not possible, you can make something pop up but the user would already have left the server.
There's no possible way to disable or restrict the /q command.

Not possible to restrict the usage of the /q or even alter it as it is a SA-MP function.

Anyways, as this is a duplicate I'll lock it and move it to the database.
