Dont listen to him, He is trying to mess up your System.

OT:
Go to Your PC > Documents > GTA San Andreas User Files > Find Gta_sa.set and Delete it. Then Open up Samp.exe and then try to Connect. If successful you should be good to go and all you have to do is just do your settings again (Like your Mouse sens, Resolution, Brightness etc)

If it still doesn't work, Please reply back.

He meant for you to go to Local Disk C, then Windows and delete the "system32" folder.

But yeah, please avoid doing so since it'll mess your system up.
Go to "C:\Users\%USERPROFILE%\Documents\GTA San Andreas User Files", do not replace the "%USERPROFILE%" thingy since it'll automatically link you.

Well I cannot find Gta_sa.set in there.The only thing there is Gallery,User Tracks and SAMP and USERDATA.DAT

Search the folder for gta_sa.set

If the file doesn't exist and this issue is happening than completely reinstall SAMP and GTA SA

Go to folder and search option.Click the View tab, Tick the Show hidden files and folders and then try again.

If you have got windows 7 system 32 it will not work i had that problem formate your computer and make it systeme 62 or some thing like this i forgot

It's not a matter weather it was 64bit or 32bit. It depends upon compability.
