Install Visual C++ packages 2005, 2008, 2010, 2012, 2013 i hope it will fix your problem because same problem occur for me when i just installed new windows i just install these packages my problem got fixed automatically.

A kid of error like this has happened to me also like This program can't run coz the program has not installed properly ! I re installed many times but doesn't work and finally found that it's my Antivirus Problem and I fix it ! If the command like this Comes to you , Try re installing once if it does not work it's the antivirus Problem!
