Only server factions will have this for now, it might be available through donations in the future, or for everyone if we decide to remove the panel in-game. As of now, factions have the website and group leaders have it in-game. Factions do not have the same system in-game. They both serve the same purpose, but you won't be able to use the ingame one when you're banned obviously (I'm pretty sure this is why you're even suggesting this).
