Basically what Skillzz said/suggested (tester and applicant being able to teleport to a virtual world seperate from players, with the ability to give weapons etc), or just give the applicant maximum 15-25 seconds to answer to a question. If they don't answer within the given time, you count it as wrong.

Enough time to read tester's question properly and answer to it without being in a rush, not enough to ask someone for help, then give an answer (would take much more time).

/allowpm is very useful and should definitely not be removed.

A simple soloution to this would be add a /requesttest and /testmode commands for testers.
Could be assigned in the database who can / can't use this CMD.

This could stop players from using /pm, /r /pmg and other group MSG CMDs

Why remove something that's used so frequently for the sake of people cheating the system?
Building on this, why not give them a control panel they can open virtual worlds (seperate from players) and give them some utilities to give weapons for testing etc.

Anyone who abuses this should be removed from the tester position.

SWAT, Army & Pagati should all have access to assigning testers.

Would be a good idea IMO instead of just removing the /allowpm cmd.
Totally agreed, +1.
It would be great addition for testers.

Cheaters will cheat.
Either by /allowpm or on teamspeak or Discord.
they can even take screenshot and keep it in their phone while giving rules test.

If you want to cheat, there are many ways to do so.
Why recruit such people who cheats, catch them red handed & blacklist em.

However, /allowpm can be improved.
Let's see what others says.

/allowpm is very usefull command and it must not be removed.

Ridiculous waste of time, why do this just for one specific scenario that can still be "loophole'd" around via numerous mechanisms...

Edit: this would also enforce the completely NOT good idea of testers getting new "toys" and will induce more self-centered behavior from them as well.. they'll think that people owe them anything at all.

In short, terrible idea and it would waste the time of whoever was enough of an unfortunate bastard to get that as a task

I don't like this suggestion honestly, why remove something just because a few people abused the feature? if that's the case let's remove any and everything that can, will and has been abused, then there would be nothing to do, no cool features and it'll cause that much more boredom and dislike to the server. Of course you can always try a work around but then it'll cause more loopholes to exploit so it's not worth it in the long run, just leave things as they are since it's really not that big of a deal to begin with. Sure it is annoying but this method will limit stuff that doesn't need to be limited. -1

Another thing too, your choice of words don't sit right with me such as

"I'm here to take action on" etc kinda makes me think you're doing it for more personal reasons, weather this was your intention or not that's the way it is presented.

There are many other ways to cheat, rather than /allowpm.
