No this will be abused. If the player leaves and comes back multiple times with in 30 seconds report him. The cops have enough advantages to begin with and with the kidnap suggestion I'm pretty sure it'll cause problems if this was implemented.

I see that the secons suggestion is too complicated,make it like arrest evading if u ^q and u are kidnapped u get auto-jailed.
