If you thinks the reason is unfair you can report on forums or in-game. What if a you killed or raped etc a person. And he had to hit you and he can't coZ of fact that you have been recently hit!
This will just nerf hitmen class

You may just report the random hitters if they keep on doing it. Also, this will prevent the players who want to hit you for a valid reason.
