Bringing the old rule back will be beneficial because the player can still abuse the G animation, even for one second. One second is enough to kill anyone when they have low HP. The player can use this animation to take drugs/injection, prepare the taze or cuff command which will be unfair. That's why it's better to bring the old rule back regarding G abusing.
Script it this way when a player tries to sit in a vehicle without driver, the server stuns that player for 0.5 second.

There has never been such a rule on g abuse and this has never been counted as G abuse.

We used to have auto eject for non tagged members in the past when they were to enter vehicles without a driver as a passenger, but this was to prevent g abuse (shooting from the vehicle with no driver). When this issue was fixed, this auto eject was removed.

This has never been called G abuse and I have never seen any old rule prohibit this. There have been two ways historically to G abuse:
1. Shoot from a vehicle without a driver
2. Get into a locked vehicle / get into a vehicle inside a locked area you otherwise would not be able to access.

I don't think prohibiting this is a good idea, if you come up with a suggestion to fix this that doesn't involve changing rules please write a new topic.

Then the best solution for it is to make a player get damage when he sits as a passenger without a driver. You don't know how annoying it is in the middle of a duel.

Suggested this when i joined the game, had an argument with the heads which was of no use, anyhow

You geniuses continue talking about dueling like it is an intended gameplay feature from a Cops and Robbers server ... it is not.

I also like how all suggestions are completely one sided and you can easily predict who will do what suggestion (I am extending this criticism as I've had done on discord to Army's completely selfish attempt at "balancing" shock and tazes).
