Based on the modified topic there's such options only for Groups and this feature comes along with the Group features.I am not really sure about making something like "Single person" feature.
e.g Pagati has several skins that are not available to be taken by others (ranks like Don,Capo,Underboss).

If you have a group and you want skins that are available for the current version of the server you can just ask CXdur for a change but only one free change is available I think.

Going with a Neutral in this one.

The suggestion itself is not bad, however we wouldn't like to limit the options players have when it comes to picking a skin. Some groups have certain skins assigned to a specific rank, however that's purely up to the group leader. Non-group members can still use those skins no matter what. Pagati is an exception because it's a faction.
