You dont remove sawn-off entirely. If theres a shooting in Orlando, gun laws will be tightened, but the army and the SWAT still deserve to use it. Similarly, perhaps make it harder to obtain a sawn off for cops and criminals, so that it's a privilege and not a necessity. But removing it entirely is not the answer.
