More like foregone conclusion, given he did nothing but break rules and expect chance after chance.

Unfortunately it’s a trend that there’s a large group of players who repeatedly break the rules and expect more chances.
Hopefully this will change in 2022

Trust me I know. I'm tired of seeing the same 7 kids in reports daily (who are doing even more in game that doesn't get reported) and staff just give them warning after warning. Even better is these kids are now applying for the tag over and over thinking they will get it, and getting pissed off when they get nothing but negatives. It's a joke.
